Source License Register

Revision: September 18, 2026. This register describes upstream terms, not a promise that every listed source is included in an order. The accepted Service Catalogue and delivered manifest identify the specific releases and contents supplied.

PUDL distributions

Catalyst Cooperative's Public Utility Data Liberation (PUDL) stable distribution is listed under Creative Commons Attribution 4.0 International in the official distribution listing. This includes the PUDL-distributed EIA, FERC and EPA-derived tables identified in our delivered source manifest; it is not a statement that all upstream documents are licensed by Catalyst.

Credit Catalyst Cooperative/PUDL, retain supplied attribution and license notices, link the license and identify modifications. Commercial reuse, redistribution and adaptation are permitted subject to that license. Do not impose legal or technical restrictions that prevent recipients from exercising licensed rights. BaseloadOS normalization must be identified as a modification, not attributed to the agency.

Limits and delivery notices

The EPA data policy identifies EPA-produced data as United States public domain unless otherwise specified and directs users to dataset metadata. EPA's document disclaimer warns that individual documents may have different copyright conditions. Public availability alone does not resolve rights in third-party material.

For conditional sources above, the relevant rights must be verified for the actual material before inclusion in a commercial export. This register does not imply that unresolved rights have been cleared or that a commercial redistribution right exists merely because BaseloadOS holds a copy. No proprietary source rights are waived by a customer's payment.

Each delivered manifest must identify included sources and releases, retrieval or snapshot information, applicable attribution and licenses, and modifications. Mandatory source notices travel with redistributed material. Nothing in BaseloadOS terms narrows independently held public-domain or open-license rights, grants an agency logo license, or implies agency endorsement.
